On the morning of April 3, 2025, Johannesburg witnessed a pivotal moment in its battle against crime. Newly appointed JMPD Chief of Police, Themba Jaca, was inaugurated in a ceremony held at the Johannesburg Stadium. This marked the start of his commitment to making the city safer for all its residents.

Jaca, who officially stepped into the Chief of Police role after serving in an acting capacity, becomes the fourth Chief of Police in the history of the JMPD. Johannesburg continues to struggle with high crime rates. Therefore, his leadership is viewed as crucial in turning the tide on the rising crime statistics.

Addressing Crime in Johannesburg: A Top Priority

At his inauguration, Jaca declared his readiness to tackle the ongoing issues of criminal activity in Johannesburg. The city is grappling with the persistent threats of violence, theft, and gang activity. According to recent police crime statistics, Johannesburg has seen a steady rise in crime over the past few years. Residents and business owners are increasingly concerned about their safety.

“The badge must be a symbol of pride, not fear,” Jaca said during his speech, emphasizing that public safety is a top priority for his leadership. He stressed the importance of having a police force that instils confidence, not anxiety, among citizens. “The siren must be assurance, not anxiety,” he added. This reinforced the need for visible and effective law enforcement to restore order.

As the city battles the scourge of crime, Mayor Dada Morero publicly pledged his full support for Jaca. He stated that crime would not be allowed to dominate Johannesburg. “Every law matters, and we will break the back of corruption because no city can thrive when crime wears a uniform,” Morero affirmed. This underlines the city’s commitment to a safer future.

Strengthening the JMPD: Recruitment and Resources

One of Jaca’s key strategies in addressing the rising crime rate is the reinforcement of the Johannesburg Metropolitan Police Department through recruitment and better resourcing. With the city’s budget allocation in place, Jaca revealed that a new recruitment drive will begin in January 2026. The goal is to recruit 600 new officers to join the force. This would significantly increase the department’s operational capacity.

The recruitment will be complemented by the graduation of 120 police academy students in December 2025. This marks another step in bolstering the police force. Jaca is also keen to increase the department’s presence on the ground, making sure that officers are fully equipped and prepared for the challenges they face.

Although Jaca acknowledged the financial constraints affecting the city, he emphasized that efforts to recruit and train new officers would go ahead as planned. “Despite the challenges, we are making progress,” Jaca said. “The resources are being directed towards building a stronger and more capable force.”

Advanced Technology: Body Cameras and Operational Equipment

Another major focus for Jaca is the incorporation of advanced technology to support officers in their daily operations. He noted that the JMPD is in the process of acquiring body cameras for all officers. These cameras will help improve accountability, protect both officers and citizens and provide transparency in police interactions. While Jaca confirmed that the full rollout of body cameras would begin in the new financial year in July 2025, some officers will receive their cameras before then.

In addition to body cameras, Jaca’s administration is also working on acquiring more advanced operational equipment. The aim is to ensure that officers are well-equipped to deal with the evolving nature of crime in the city. This includes tackling high-risk situations such as gang violence and public disturbances.

Community Collaboration: Building Trust and Confidence

A recurring theme in Jaca’s inauguration speech was the importance of community collaboration. Recognizing that law enforcement alone cannot combat crime, he called for a united front where police work in close partnership with local communities, businesses, and civil society organizations.
