Gauteng Assembles Specialised Security Task Team for Historic G20 Summit
With South Africa preparing to host the 2025 G20 Summit in Johannesburg, the Gauteng Department of Community Safety has put in place a well-coordinated multi-agency task team to ensure the security, logistical arrangements, and emergency response are in place for this prestige event. With world leaders and dignitaries expected to attend, the summit is a historic milestone for Africa and Gauteng as the province takes its place on the global stage.

A Milestone Moment for Gauteng and Africa
The G20 Summit, which will take place on 22-23 November 2025 in Johannesburg, will be the first-ever summit of its kind to be held on African soil. South Africa’s G20 presidency theme from December 2024 to November 2025 will be: “Sustainability, Equality, Solidarity”, echoing a commitment to inclusive growth, social responsibility, and environmental resilience.
The summit places Gauteng at the center of global diplomacy, with Johannesburg at the center of the country’s political and economic life. As the world’s CEOs, political leaders, and global media converge on centers such as Sandton, OR Tambo International Airport, and the Union Buildings in Pretoria, the province is facing unprecedented operational and security demands.
Formation of the G20 Security Task Group
The special unit will offer impeccable interdepartmental coordination, law enforcement, and preparation for the summit.
The key stakeholders included in the task group are:
- Gauteng Department of Community Safety
- South African Police Service (SAPS)
- Emergency Medical Services (EMS)
- Gauteng Department of Health
- Traffic Management Authorities
- Intelligence and Counter-Terrorism Units
This integrated security model will ensure rapid decision-making, sharing of intelligence, and efficient coordination at all levels of operation.
Main Security Objectives and Preparedness Measures
The G20 Security Task Group has established several main objectives and preparedness measures for the provision of a seamless summit:
1. Risk and Threat Assessments
In-depth analysis will be conducted to evaluate the probable threats of terrorism, protests, cybercrime, and organised crime, guiding the security deployment strategies.
2. Access Control and Surveillance
Venues will have high-security zones with features like aerial drones, facial recognition software, and plainclothes units to manage and regulate access.
3. Emergency Response Coordination
Dedicated trauma and medical units will be stationed near venues. Mock drills will test the task force’s ability for efficient response to medical emergencies or evacuation needs.
4. Crowd and Traffic Management
To manage large crowds, officials will introduce special traffic lanes, diversions, and increased public transport services. They will also issue regular announcements about road closures and peak-hour traffic updates.
5. Public Engagement and Communication
The general public will be informed of key developments and security arrangements through official means of communication. A dedicated hotline will allow residents and businesses to report suspicious activity and receive real-time information.
6. Collaboration at All Levels
The task team will collaborate with NATJOINTS, the State Security Agency, Presidency South Africa, the City of Johannesburg, and international security experts to ensure the success of the event.
We also highlighted an urgent need to prepare for the G20 Summit, and in doing so, we are leading a security workstream to ensure that those who will be visiting our province, the infrastructure will be ready. High on the agenda is the installation of CCTV cameras. We can now confirm that around the Nasrec precinct, we have installed CCTV cameras.
Economic and Social Impact for Gauteng
The G20 summit will economically benefit the region by bringing in a large volume of international guests. The hospitality, tourism, and retail industries are likely to gain. Businesses in the vicinity of summit locations need to be ready for limited access, monitoring, and a heavy security presence, though.
While security will be uppermost, the task team is striving to minimize disruptions, maintaining the normal rhythm of business and daily life for Gauteng residents. The event should also entrench Gauteng’s global reputation as a world-class host city.
Responsible Spending and Governance
National Treasury has emphasised fiscal responsibility, ensuring that the spend on the summit is strategic and cost-effective. Reprioritisation of budgets by departments, use of state-owned facilities, and public-private partnership agreements will fund operations. An external funding will be secured by a G20 Sponsorship Committee with transparency and risk mitigation.
Given government’s tight fiscal environment, institutions involved in G20 should focus
on high-impact initiatives to reduce costs, with departments expected to fund
activities primarily through reprioritisation and realignment of current budget
baselines.Departments unable to fund G20 activities through reprioritisation have received
supplementary funding through the 2024 Adjusted Estimates of National Expenditure
to offset the G20 funding shortfall in 2024/25. The 2025 fiscal framework has made
provisional allocations for G20 funding for selected departments, to be announced

Beyond November: Building a Legacy
The formation of the G20 Security Task Group extends beyond the upcoming summit. Authorities will adapt and build upon the frameworks, protocols, and systems developed to support the hosting of future events such as:
- BRICS and AU Summits
- Large Sporting Events and Mega Festivals
- Urban Planning and Infrastructure Development
This will make Gauteng well-positioned to host international events and enhance its global reputation.
